Steam is a great application to download games; however, sometimes downloading games through steam is a bit displeasing due to steam download slow. People often get confused between Steam Download Speed and Network Download Speed and complain to their network providers for reduced downloading speed.
However, Steam Download Speed is always less than the Network Download Speed. Basically, for every 768kb/s (kilobytes per second) on your steam client, you need 6144kb/s (kilo-bits per second) of network speed. So if the ratio of your steam downloading matches the above-explained criteria, then you must not worry about it.
But, if you still feel there is a lack of speed in your steam download, then there might be some issues regarding your steam application or your network provider that must be resolved for a better experience and downloading speed.

The downloading files sometimes are being checked for any kind of malware by your Firewall or Antivirus, which results in reduced downloading speed. Thus, if the speed goes down while downloading a file, disable your antivirus and firewall and then again check if the speed got better or not. If it does get better, try downloading files in the same manner.
Method 4 – Clear Your Download Cache
